The number of communities in Odesa Oblast that financed territorial defense measures has decreased to 46, or 50.5% of the total number of communities.

The Center for Public Investigations investigated whether support for TROs remains stable or is gradually decreasing over time.

In total, the experts analyzed 91 budgets of territorial communities in Odesa Oblast and categorized them by the years in which actual expenditures on territorial defense measures were recorded. At the same time, the CPR did not analyze the quality of such spending from local budgets, which to some extent fall under the scope of the "Code of Information Constituting a State Secret."

The CPR conditionally divided all 91 budgets of territorial communities in Odesa region into four groups according to the degree of participation in preparing the population for territorial defense.

In the first group - "Supported TRO every year" - we included communities that have expenditures under the 8240 expenditure code every year. There are 27 such communities in the region, which is 29.7% of their share in the total number of communities. In fact, this is the indicator that indicates the number of communities that have fully realized the rights granted to them.

The second group - "One-time funding of TROs" - reflects hromadas that made such expenditures in only one of the budget periods during 2022-2025. Usually, it was 2022, but there is an exception - Tuzlivska rural community, which spent on TRO only in 2023. In total, there are 17 such communities in the region, which is 18.7% of their share in the total number of communities. In fact, these communities only tried to prepare the population for national resistance, and then decided that it was not their business.

The third group - "Financing TROs from time to time" - consists of communities that during 2022-2025 in several budget periods (not all, but more than one) spent money for this purpose.

Since the information on territorial defense plans, measures and the state of preparation for the fulfillment of territorial defense tasks falls under the category of "special importance," we cannot specify the reasons for such actions. We can only state the participation of a community in such activities. There are 40 such communities in the region, which is 44% of their share in the total number of communities.

The fourth group - "Without TRO funding" - consists of communities that did not plan to exercise their right to prepare the population for national resistance in 2022-2025. There are seven such communities in the region, which is 7.7% of their share in the total number of communities. Such communities are fragmented in four of the seven districts of the region - no more than two communities in each district.
