In Bilhorod-Dnistrovskyi district, six times more was spent on landscaping than on TRS

The communities of Bilhorod-Dnistrovskyi district spent UAH 74.6 million on territorial defense and UAH 494.2 million on landscaping in 2022-2025.

This was reported by analysts of the Center for Public Investigations, having studied the budgets of village councils and the Bilhorod-Dnistrovskyi urban community for this period.

If we exclude Bilhorod-Dnistrovskyi urban community from the calculations, it will be UAH 25.2 million for maintenance and repair, compared to UAH 366.4 million for improvement. In this case, analysts estimate that expenditures on territorial defense amount to less than 7% of the costs of improvement and only about 0.3% of the total expenditures excluding the city community. In the Bilhorod-Dnistrovska community itself, expenditures on territorial defense activities and works in 2022-2025 amounted to 2.2% of total budget expenditures.

According to , Bilhorod-Dnistrovskyi City Council has demonstrated significant amounts of funding for territorial defense measures throughout the entire period. They were the highest in 2022. In 2023-2024, there was a gradual decrease, but in 2025, the volumes increased again. Thus, in 2022, expenditures on TRO amounted to UAH 18.9 million, in 2023 - UAH 16.7 million, in 2024 - UAH 5.4 million, and in 2025 - UAH 8.3 million. The total budget expenditures for these years amounted to UAH 521 million, UAH 659.7 million, UAH 518.2 million, and UAH 559.4 million, respectively. Expenditures on landscaping remained stable and amounted to UAH 28.8 million in 2022, UAH 33 million in 2023, UAH 32.8 million in 2024, and UAH 33.3 million in 2025.

Instead, for example, in 2022, the Shabivska community allocated UAH 1.4 million out of UAH 151.6 million of total budget expenditures for TRO. Subsequently, the amount of funding for territorial defense decreased significantly: in 2023, out of 185.5 million hryvnias, 160 thousand hryvnias were allocated to TRO, in 2024, out of 192.3 million hryvnias, 376.5 thousand hryvnias, and in 2025, out of 227.3 million hryvnias, 319.3 thousand hryvnias. At the same time, in 2022-2025, actual expenditures on landscaping amounted to UAH 5.5 million, UAH 11.4 million, UAH 9.9 million, and UAH 14.2 million, respectively.

Territorial defense is a comprehensive mechanism that brings together military units, local authorities and civil society to ensure security and defense at the local level. It is not only about the formation of TRO brigades, but also about preparing the population to resist the aggressor.
