In Berezivska Hromada, improvement has been preferred over maintenance for three years

In total, in 2022-2025, the communities of Berezivskyi district spent UAH 32.1 million to support territorial defense and UAH 215.6 million on landscaping and maintenance.

This was reported by analysts of the Center for Public Investigations, having studied the budgets of the community's village councils for this period.

According to the analysts, there is no direct correlation between the funding of these areas, but in most communities, the costs of landscaping were several times higher than the costs of maintenance. Therefore, the structure of expenditures may indicate that communities had financial resources, the question was how to allocate them. Which areas were more important depended solely on the decisions of local authorities and their scale of budget priorities.

Territorial defense is a holistic mechanism that brings together military units, local authorities and civil society to ensure security and defense at the local level. It is not only about the formation of TRO brigades, but also about preparing the population to resist the aggressor.

For example, the expenditures of the Berezivska community in 2022 actually amounted to UAH 201.7 million. They spent almost 660 thousand hryvnias to support the terrorist defense. And 4.1 million hryvnias were spent on landscaping. However, over the course of four years, with a budget of UAH 249.9 million in 2023, UAH 240 million in 2024, and UAH 340.2 million in 2025, spending on TROs increased significantly: over UAH 6 million, almost UAH 6 million, and UAH 7.5 million, respectively. At the same time, spending on landscaping was still higher than spending on maintenance: UAH 9 million in 2023, UAH 7.2 million in 2024, and almost UAH 11 million last year.

Although they regularly supported TRCs, funding was reduced every year in the Velykobuyalytska community. Thus, in the first year of the war, with total expenditures of UAH 50.9 million, the community actually spent UAH 387 thousand on TROs. In 2023, when the expenditures amounted to UAH 70.8 million, the terrorist defense was financed by UAH 166.4 thousand. Last year, the TRO received as much as 40.7 thousand hryvnias out of 91.5 million hryvnias. At the same time, the community spent UAH 1.4 million on "paving and flowers" in 2022, UAH 7 million in 2023, UAH 2.5 million in 2024, and UAH 6.8 million last year.

In 2022-025, the Shyriayivska and Ivanivska communities did not spend a single hryvnia from their local budgets on territorial defense measures. However, despite the complete lack of funding for TROs, these communities have spent on landscaping in all years.

In particular, the total expenditures of the Shyriayivska community over four years amounted to UAH 462.5 million, and the Ivanivska community - UAH 470 million. These communities spent a total of UAH 19.2 million and UAH 37.4 million on landscaping, respectively.
