In total, in 2022-2025, the district's communities allocated UAH 16.4 million to support territorial defense units, while UAH 374.8 million was spent on landscaping.
The Center for Public Investigations continues a series of analytical materials on how local governments set budget priorities in the context of a full-scale war.
In this study, we analyze community expenditures on territorial defense measures in 2022-2025 and compare them with expenditures on landscaping. This time, the focus is on the Bolhrad district, which has 10 territorial communities.
For example, expenditures on maintenance and repair made up a small part of the Vasylivka community's budget, but they were made regularly. In 2022, 244.7 thousand hryvnias were spent on supporting the theater defense, in 2023 - 75.9 thousand, in 2024 - 471.4 thousand, and in 2025 - 456.3 thousand. The total budget expenditures in these years amounted to UAH 81.2 million, UAH 119.5 million, UAH 122.8 million, and UAH 139.5 million, respectively. At the same time, spending on landscaping was much higher: UAH 3.8 million in 2022, UAH 16.9 million in 2023, UAH 4.9 million in 2024, and UAH 6.7 million in 2025.
Territorial defense is a comprehensive mechanism that brings together military units, local authorities and civil society to ensure security and defense at the local level. It is not only about the formation of TRO brigades, but also about preparing the population for measures to resist the aggressor.
Bessarabian community. Expenditures for the TRO were regular and tended to increase: UAH 363.5 thousand in 2022, UAH 686.3 thousand in 2023, UAH 570.2 thousand in 2024, and UAH 1.3 million in 2025. At the same time, the costs of landscaping for these years amounted to UAH 10.2 million, UAH 10.2 million, UAH 10.6 million and UAH 14.1 million, respectively. The total expenditures of the community budget for the period amounted to UAH 1.2 billion.
Thus, the distribution of funds between landscaping and TOT in Bolhrad district is not in favor of territorial defense, as well as in Bilhorod-Dnistrovskyi district and Berezivskyi district.
