Olha Zadorozhna, head of the financial department of the Dobroslav village council in Odesa Oblast, informed the deputies about the implementation of the village budget for the first nine months of 2025.

According to the official, during an extraordinary session of the village council, the budget received UAH 191.3 million. The plan fulfillment amounted to 79.8%. General fund revenues amounted to UAH 180.9 million. The plan was fulfilled by 100.8%.

However, the overall plan was fulfilled by 79.8% because the special fund did not fulfill its plan. This is due to the fact that we have not yet received a subvention for the Dobroslav kindergarten, where the old building is being dismantled to build a new one. The growth rate for the first 9 months of 2024 is 124.2%, with revenues increasing by UAH 5.2 million. The third place is taken by the single tax - 20.6% of own revenues. The company received UAH 22.9 million. The plan was implemented at 100% of the revised plan and the growth rate was 119.2%, or revenues increased by UAH 3.7 million.

Educational subventions from the state budget amounted to UAH 34.8 million, which is 100% of the monthly fund. UAH 171 million was allocated to finance general fund expenditures in the first 9 months of 2025. This amounted to 58%. UAH 151 million was allocated to finance expenditures, which is 88.3%. The special fund accounted for 17.8%, as UAH 50 million is expected to be received under the Restoration of Ukraine program for the overhaul of the Dobroslav kindergarten. UAH 109.3 million was allocated to pay salaries and wages, and UAH 13.7 million to pay for utilities and energy.

There are no salary arrears, as well as no energy bills. The average salary amounted to UAH 15,620. The head of the financial department noted that this is a high level of wages among other rural communities. Capital expenditures amounted to UAH 20.3 million, which is 17.8% of the plan. This is due to the fact that not all of the funds have been used for the Dobroslav kindergarten and partially for the shelter in Kremydivka.
