Village Council in Odesa Oblast Selects School Furniture Supplier Without Auction

The Department of Education, Culture, Youth and Sports of the Ovidiopol Village Council in Odesa Oblast has selected a supplier of school furniture.

As noted in the Prozorro electronic procurement system, it is a set of educational equipment and accessories to equip physics, chemistry, biology, and geography classrooms.

The winner was EMENS, a limited liability company owned by Natalia Chechyna-Dmytrenko from Kyiv. The procurement was conducted in the format of an open tender with special conditions.

Open bidding with special conditions means that almost all terms are shorter than those of open bidding in accordance with the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

It should be noted that recently, the Center for Financing and Economic Activity of Educational Institutions of Khadzhybeyskyi District of Odesa also held a similar tender without an auction. The only participant was 4 D Group, a limited liability company. The company is counting on UAH 5 million 668.3 thousand. According to the YouControl service, the LLC was registered in Kyiv in 2020. The owner is Yulia Tsekhmistrenko from Kyiv.
