Unauthorized construction on Pirogovsky Lane dismantled in Odesa

In Odesa, an illegal construction project was discovered on Pirogovsky Lane, which had been started on the ruins of an old building. City services dismantled the structures and handed over the materials to the police.

This was reported by Oleksandr Avdeev, head of the Department of State Architectural and Construction Control of the City Council.

In Odesa, unauthorized construction was dismantled at 8 Pirogovsky Lane. The building was erected without permits, without the right to use the land, and without a project. It will be dismantled in accordance with the order of the Prymorskyi District Administration.

The unauthorized construction was discovered on December 2, 2025, during the monitoring of the territory. On the same day, a representative of the SACC filed a complaint with the police. On December 3, a commission inspection was conducted with the participation of representatives of the Prymorskyi District Administration, the Department of Architecture, Urban Planning and Land Relations, and the Department of City Improvement, which resulted in an act.

The commission found that the previously existing non-residential building of Promrynok Kotovskyi LLC had been dismantled and new construction had begun in its place: a reinforced concrete strip foundation was erected and a construction fence was installed on a land plot belonging to the city community.

There are no permits in the Register of Construction Activities, no urban planning conditions and restrictions have been issued, and the Odesa City Council has not made any decisions on the transfer of this land into ownership or use. The city's Department of Public Works only issued a permit to install a temporary fence until the end of 2025.

After discovering the violation, the SACC appealed to the Prymorskyi District Administration to dismantle the fence, which was carried out. The administration also sent a letter to the Prymorskyi District Prosecutor's Office for prosecutorial response.

Earlier, the address was the site of Odesa City Council decision No. 528-VI of April 8, 2011, approving the urban planning justification for the construction of a two-story showroom.

According to the Opendatabot resource, Promrynok Kotovskyi LLC is owned by an Italian citizen, Sartori Marco, with a company in the Seychelles. The company was registered in 2003 with a registered capital of over UAH 28 million.

Also in early December, a 58MILE auto parts store was demolished in Odesa, which had been standing on Heavenly Hundred Avenue for several years without any permits. The illegal construction of almost 200 square meters was discovered in 2020, but dismantled only now.
