Only a company owned by a lawmaker submitted a bid for a 238-million road repair project in the Odesa region

The Infrastructure Restoration and Development Service in the Odesa region has selected a contractor to repair one of the state highways for 238 million hryvnias. Only one company—“Berezivkaagroshlyakhbud”—submitted a bid, so there was effectively no competition for this contract.

The corresponding announcement was published on the Prozorro e-procurement platform.

The project involves routine repairs to certain sections of Highway R-75, “Timkove Checkpoint–Balta–Pervomaisk–Domanivka–Oleksandrivka.” The work is to be carried out on the sections from km 0+000 to km 0+141, from km 0+240 to km 27+180, and from km 32+712 to km 82+389.

The estimated cost of the procurement was 238 million 709 thousand hryvnias. An open-bid auction with special conditions was held on August 17. The sole bidder offered to perform the work for 238,680,000 hryvnias. Thus, the savings amounted to only 29,000 hryvnias compared to the estimated cost.

The repairs are planned to be funded from the state budget.

During the review of the bid submittedby “Berezivkaagroshlyakhbud,” an inconsistency was found in the transportation plan. The document dated August 5 incorrectly listed the roads to be used for transporting the asphalt concrete mixtures.

The contracting authority referred to the requirements of the tender documentation and gave the company the opportunity to correct the error. The company must bring the transportation plan into compliance or otherwise resolve the identified discrepancy.

According to YouControl, the founders of “Berezivkaagroshlyakhbud” are Knyaz Khachatryan, a deputy of the Odesa Regional Council, and his relative Robert Khachatryan. The company was registered in 2023.

The company operates not only in the Odessa region but also in other regions, particularly in the Mykolaiv region, where it is engaged in road repairs. In the Odessa region, “Berezivkaagroshlyakhbud” has repeatedly been the sole bidder in public procurement tenders.

Specifically, in November 2025, the state-owned enterprise “Local Road Service” conducted a procurement for the operational maintenance of public roads of local significance in the Podilskyi District. In this procurement, the company was also the sole bidder.
