Ukrainian Theater in Odesa selects lighting restorer without auction

The Department of Capital Construction and Roads of the Odesa Regional State Administration has held a tender to select a company that will be paid to restore part of the lighting system.

This is reported in the electronic procurement system Prozorro.

The procurement was conducted in the format of open bidding with special features, and the only participant was the Limited Liability Company "Litek Trading". According to YouControl, the company was registered in 2017 in Odesa. The owner is Mykola Orlov from Kyiv and he is also the company's director.

The company is ready to make repairs for UAH 4 million 801 thousand by February 28, 2025.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules for bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

Last year, the Department of Capital Construction and Roads of the Odesa Regional State Administration signed an agreement with Stroy-Elite LLC to pay the company UAH 7 million 716.1 thousand for the restoration of the premises of the V. Vasylko Odesa Academic Ukrainian Music and Drama Theater.

The procurement was conducted without the use of an electronic system and the company had no competitors. According to the YouControl service, Stroy-Elite LLC was founded in 2015. The owner is Arkady Dashevsky.
