The unfinished Mother and Child Center in Odesa Oblast was sold three times cheaper than planned

The Bolhrad City Council in Odesa Oblast has found someone who will buy the buildings and structures of an unfinished maternity hospital under construction for the "Mother and Child Center" and "Block of auxiliary premises of the maternity hospital."

According to the auction protocol published in the Prozorro.Sale system, the only bidder at the auction was an individual entrepreneur Oksana Kharchuk, registered in 2023.

She offered UAH 1.6 million at a starting price of UAH 5 million 262.7 thousand. The fact is that the object was submitted at a hybrid Dutch auction, a format where the price does not increase, but rather decreases step by step until one of the participants stops the decline. Then comes the stage of closed bids: other participants can offer a price higher than the fixed price. The winner is the one who offered the highest amount. However, the participant who stopped the decline in the first stage has the right of last resort and can outbid the opponent's maximum price in the third stage. The auction starts even without participants, as it is possible to join after the start. It is used to sell assets whose market value is difficult to determine: overdue loans, property of bankrupt banks, or in the case of unsuccessful English auctions.

The property was put up for such an auction in late May after a number of attempts to sell it at an English auction.

Last year, the city council also tried to sell the unfinished building five times. The fourth attempt, scheduled for September 25, 2024, failed. The starting price was again reduced to UAH 5 million 262.7 thousand, but the fifth attempt failed to sell the unfinished building. The starting price of the fourth attempt was UAH 10 million 525.4 thousand. The third attempt with a starting price of UAH 5 million 262.7 thousand failed.

Prior to that, Bolhrad City Council in Odesa Oblast had twice failed to sell the buildings and structures of an unfinished maternity hospital for the Mother and Child Center and the Maternity Hospital Auxiliary Unit. The starting price remained the same as during the first auction - UAH 10 million 525.4 thousand.
