The supplier of equipment for school classrooms in Peresypskyi district was selected without an auction

The Center for Financing and Economic Activity of Educational Institutions of the Peresypskyi District of Odesa has held a tender to select a company that will supply equipment for classrooms in schools.

This is reported in the Prozorro electronic procurement system.

It is about 1,658 pieces of equipment. The winner was the only bidder, Didacticlab Limited Liability Company, which expects to receive UAH 2 million 646.6 thousand by December 22.

According to the YouControl service, Didacticlab LLC was registered in 2019 in Kyiv. The owner is Yulia Bondarenko.

The procurement was conducted in the format of an open tender with special conditions. Open bidding with peculiarities means that almost all terms are shorter than in open bidding in accordance with the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

For example, the Center for Financing and Economic Activity of Educational Institutions of Khadzhybeyskyi District of Odesa held a tender to select a company that would supply equipment for classrooms in schools. The only participant was 4 D Group, a limited liability company. The company expects to pay UAH 5 million 668.3 thousand. According to the YouControl service, the LLC was registered in Kyiv in 2020. The owner is Yulia Tsekhmistrenko from Kyiv.

The Center for Financing and Economic Activity of Educational Institutions of the Prymorskyi District of Odesa held a tender to select a company that will supply equipment for classrooms in schools. The auction was held with the participation of businesswoman Margarita Shelest and 4 D Group Limited Liability Company. The winner was the entrepreneur who agreed to supply equipment for UAH 6 million 954.8 thousand.
