The Secretary of Odesa City Council told what the city's funds were spent on

Intent.Insight is back with live broadcasts, after a short break, and the guest of the August 12 episode was the secretary of the Odesa City Council, Igor Koval.

Ihor Koval is a professor and doctor of political science who sits on the right hand of Mayor Gennadiy Trukhanov at the meetings of the Odesa City Council.

The host talked to Igor Koval about city government, the challenges facing the city authorities, what the city's funds are spent on, and a little bit about Odesa universities and the state of education in Ukraine.

The city council secretary is elected by the council members after the local elections. He or she is responsible for organizing the preparation of council sessions, issues submitted for consideration by the deputies, and then ensuring the publication of draft decisions of the council. Also, if the city mayor for some reason resigns or is deprived of his or her powers early, it is the city council secretary who begins to perform the duties of the city mayor, not his or her deputies. He or she performs these duties until a new mayor is elected.

In Odesa, for example, when Mayor Oleksiy Kostusev resigned early, his powers were exercised by the then Secretary of the City Council Oleh Bryndak.

Each week, Intent.Insight looks at one issue that worries Ukrainians and tackles topical issues and tries to solve specific problems, for example, the live broadcast on July 15 was devoted to discussing the problems of volunteer vacations.

On July 8, host Maria Lytianska talked to Vadym Drumov, CEO and co-founder of Hillel IT School. Together they were looking for answers to the following questions: how to bring IT people back to Ukraine? Is IT education promising here and now? What should modern employees and businessmen do to keep up with the times?
