The Kherson Regional State Administration has updated the region’s road development program for 2026–2028. The total funding amounts to more than 7.05 billion hryvnias, and part of the funds is planned to be allocated to roads and bridges.

The relevant order was signed by Oleksandr Prokudin, head of the Kherson Regional State Administration.

According to the updated program, the largest amount of funding is allocated for 2026—3.34 billion hryvnias. In 2027, expenditures are expected to total 2.68 billion hryvnias, and in 2028—1.03 billion hryvnias.

Of the program’s total budget, 2.34 billion hryvnias are to come from the state budget. An additional 6.9 million hryvnias are allocated from the regional budget, and over 4.7 billion hryvnias from other funding sources.

One of the program’s major areas of focus is the major repair of local roads. UAH 3.626 billion has been allocated for this purpose. The list includes the roads between Velyka Oleksandrivka and Nova Kam’yanka, Ivanivka and Orlove and Rivnopillia, Starosillia and Velyka Oleksandrivka, and a number of other routes.

Separately, the program allocates over 1.07 billion hryvnias for the reconstruction and repair of bridges. Work is planned at four sites, including the bridges near Zarichne and the Kalynivske station, on the Ivanivka–Orlove–Rivnopillia road, and on the bridge over the Koshova River in Kherson.

The bridge over the Koshova River connects the main part of Kherson with the Korabel neighborhood, also known as Ostrov. In 2025, Russian aircraft attacked the bridge several times with guided bombs. As a result of the strikes, the bridge sustained significant damage but was not completely destroyed.

Of all bridge projects, the largest allocation—500 million hryvnias—was earmarked for the bridge over the Koshova River. Funding is spread over three years: 200 million hryvnias in 2026, the same amount in 2027, and another 100 million hryvnias in 2028.

The program also allocates 1.2 billion hryvnias for the maintenance and routine repair of roads in the region’s districts. Of this amount, 6.9 million hryvnias is to come from the regional budget, with the remaining funding distributed over 2026–2028.

In addition, Kherson has made further amendments to the 2026 municipal budget. Additional funds have been allocated to healthcare, social protection, public utilities, civil defense, and support for the defense forces.
