The recovery of the Kherson region increasingly depends not only on government funding but also on international support and investors. That is why the region has revised the funding for a key program designed to help attract new resources for community development, even amid the war.
The Kherson Regional Military Administration has amended the Program for the Development of Investment Activity and International Territorial Cooperation in the Kherson Region for 2026–2028. The corresponding order was signed on June 24, 2026.
According to the document, the total funding for the program will amount to 35.258 million hryvnias. Of this amount, 12.038 million hryvnias are planned to be allocated from the regional budget, while an additional 23.219 million hryvnias are expected to be raised from other sources not prohibited by law, including international technical assistance, grants, and investor funds. State funding for the program is not currently planned.
The largest portion of the funds will be directed toward supporting the “Kherson Regional Development Agency ‘Office of European Integration’.” More than 32.1 million hryvnias are earmarked for its activities, of which more than 10.1 million will come from the regional budget, and more than 22 million will come from other sources.
The updated program calls for holding investment forums, conferences, and roundtables, as well as creating and updating investment products, presentations, an interactive investment map, and a database of investment proposals. Plans also include modernizing the region’s investment portal, conducting marketing campaigns to promote the region, and showcasing Kherson Oblast’s investment opportunities both in Ukraine and abroad.
A separate focus area concerns the development of international cooperation. The document provides for organizing meetings with representatives of foreign countries, the diplomatic corps, and international organizations; facilitating overseas visits by regional delegations; and holding events to mark Europe Day and other international occasions.
In addition, the program includes training seminars for government officials on preparing grant applications, attracting international technical assistance, and developing public-private partnerships. These measures are expected to help communities more actively attract investment, international funding, and partners for the region’s reconstruction.
Also, in Kherson, further amendments were made to the 2026 municipal budget. Additional funds were allocated to healthcare, social protection, public utilities, civil protection, and support for the defense forces.
