102 million for officials: Kherson MVA approves management budget for 2026

The Kherson City Military Administration has allocated more than UAH 102 million for the work of the authorities in 2026. The main expenses will be spent on salaries, as well as on information support, membership fees and activities of the city council.

The head of the Kherson City Military Administration, Yaroslav Shanko , approved updated passports of budget programs of the executive committee of the city council for 2026. The documents define the amount of funding required for the functioning of executive bodies, the work of the deputy corps and the coverage of administrative expenses.

The main focus is on salaries

The largest amount of funds is allocated for the program "Leadership and management in the relevant field in cities" - over UAH 99.1 million. Of this amount, almost UAH 97.9 million will be used directly to support the activities of the executive committee, and over UAH 1.2 million will be allocated to the program "Essential Operational Information", which provides information support for the work of city authorities.

The lion's share of expenditures is spent on staffing. More than UAH 84.8 million is allocated for salaries of executive bodies' employees, and another UAH 18.4 million will be spent on mandatory charges. The budget will also cover the costs of utilities, communications, software, stationery, equipment maintenance and other current needs.

According to the plan, the executive committee will have 240 full-time employees. During the year, they will have to prepare tens of thousands of draft decisions, regulations, and other management documents.

Financing of the city council

A separate program provides for financing the activities of the Kherson City Council. More than UAH 2 million has been allocated for this purpose. Almost UAH 1.9 million will be used to maintain the council's staff, and over UAH 150 thousand will be spent on organizational and information support for its work.

The funds will also be used to support the activities of the deputy corps, hold meetings, prepare the necessary documentation and support the decision-making process.

Contributions to community associations

A separate line in the budget provides for membership fees to local government associations. In 2026, UAH 148 thousand is planned for this purpose.

This refers to the participation of the Kherson city territorial community in all-Ukrainian associations that represent the interests of local self-government at the state level and are involved in the formation of regional policy.

Despite the challenges of wartime, the consequences of the occupation of a part of the community in previous years, and the significant reconstruction needs, the city authorities continue to finance the work of the administrative apparatus. Approved budget programs show that the largest amount of expenditures is still directed to ensure the functioning of the authorities and the salaries of their employees.

As Intent previously found out, more than 32.5 million hryvnias were planned for salaries of Kherson MVA staff. Another 1.6 million hryvnias are to be spent on logistics, and more than 1.35 million on utilities and energy. Separate expenses are provided for security of premises, business trips, court fees and other administrative needs.
