40 million for officials and 5 million for survival: Kherson MBA has updated its budget

The Kherson MVA has updated its budget programs for 2026, providing millions for the maintenance of the apparatus, transportation, humanitarian aid, and indestructibility points. The main expenses will be spent on officials' salaries, and almost 5 million more will be spent on supporting the population during the war.

The head of the Kherson City Military Administration, Yaroslav Shanko , signed an order approving the new version of the passports of local budget programs for 2026.

The document covers two key areas: the work of the administration itself and measures to prevent and respond to emergencies.

According to the updated budget documents, more than UAH 40.3 million has been allocated for the program "Leadership and Management in the Relevant Area". Almost all funding will come from the general budget fund.

Traditionally, the largest item of expenditure will be the salaries of the Kherson MBA staff. More than UAH 32.5 million has been allocated for salaries and benefits. Another UAH 1.6 million is to be spent on logistics, and over UAH 1.35 million on utilities and energy. Separate funds are allocated for security of the premises, business trips, court fees and other administrative needs.

The administration staff includes 66 positions. The document also states that during the year, the apparatus should ensure the preparation of hundreds of administrative acts, as well as the processing of more than 10,500 letters, appeals, applications and complaints.

The program "Measures to Prevent and Eliminate Emergencies and the Consequences of Natural Disasters" was approved as a separate block. Almost UAH 4.96 million was allocated for it in 2026. The main goal of the program is to support the livelihoods of the Kherson community under martial law and to respond quickly to emergencies.

As part of this program, the authorities plan to finance the purchase of fuel and lubricants for the city's critical infrastructure, organize the delivery and storage of humanitarian aid, and equip indestructible points, heating points, bomb shelters and civil protection facilities.

The largest part of this amount - UAH 3.9 million - is earmarked for the storage of humanitarian aid. Another UAH 565 thousand is to be spent on fuel to support critical infrastructure, and almost UAH 500 thousand is to be spent on the arrangement of staging areas and shelters.

The document also defines the program's performance indicators: the authorities plan to ensure the operation of 25 resilience centers, cover 16 service areas with assistance, and implement at least six measures to prevent and eliminate emergencies in the community.

At the same time, Kherson reallocated almost UAH 50 million in the community budget for 2026. Funding priorities were changed to healthcare, utilities, transportation, security, and management needs.
