Theft of humanitarian aid exposed in Kherson region

Law enforcement officers are investigating a possible scheme to embezzle humanitarian aid in Kherson region. As part of this case, the court allowed the seizure of a cell phone seized during a search in the village council.

This was reported by Intent with reference to the decision of the Central District Court of Mykolaiv.

According to the case, it is about the illegal use of humanitarian aid, charitable donations or free assistance for the purpose of obtaining large-scale profit.

The investigation focused on the City of Power NGO. Law enforcement officers believe that its management and founders could have organized the illegal use of humanitarian aid received by the organization in 2022-2026 to generate income under martial law. The head of the NGO, according to the case file, is a person who also has a certificate of the right to practice law.

The investigation refers, in particular, to the organization's tax returns for 2022-2025. The documents indicate transfers of funds in the first quarter of 2024 as humanitarian aid to residents of the Novovorontsov community in Beryslav district. These circumstances became one of the areas of law enforcement investigation.

In April 2026, SBU officers conducted an authorized search of the premises of the Novovorontsovo village council. During the search, law enforcement officers seized a Redmi Note 11 cell phone. The investigator later recognized the device as material evidence in the criminal proceedings.

The prosecutor's office insisted that the phone could contain information important to establishing the circumstances of the case, so it should be arrested to preserve the evidence.

The owner of the property did not attend the hearing, but informed the court in writing that he did not object to the case being considered without his participation and did not oppose the motion. The court agreed with the prosecutor's arguments and seized the seized cell phone.

Also in May, Dmytro Slyvchenko , the head of the Beryslav District Council, was suspected of fake volunteering. According to the investigation, in December 2022, the head of the district administration handed over his personal data - full personal information, passport series and number. This was done in order to include him in the Shlyakh information and communication system as a volunteer driver who was allegedly supposed to go abroad to import humanitarian aid for the Armed Forces of Ukraine.
