The country's officials made mistakes in declarations worth 6 billion

Ukrainian officials filed more than 706 thousand declarations in 2025, a third less than last year. Every eighth declaration contained errors, and every third one showed signs of deliberate concealment of assets.

This is evidenced by data from the monitoring service Opendatabot.

In the first half of 2025, Ukrainian officials filed 706,311 declarations, according to the National Agency for the Prevention of Corruption (NAPC). This is significantly less than last year: 34% lower than in the same period in 2024. It is worth noting that last year , declarants had to submit documents for previous years as well, if they failed to do so in time during the full-scale war.

Declarations were submitted most actively in March, with 71% of the total number of declarations submitted then. The submitted documents were often amended: every eighth declaration required corrections.

In total, since the beginning of 2024, the NACP has launched 1,534 full verifications of declarations: 1,050 last year and another 484 in 2025. By the end of June, 1,203 verifications had already been completed, which is 78% of the total. Only in 11 cases (0.9%) no violations were found.

At the same time, not all declarations are checked, but only those that the system's automatic algorithms consider risky.

In Ukraine, officials are allowed to make mistakes worth about UAH 302 thousand without significant consequences. Such shortcomings qualify as disciplinary and can result in reprimands, loss of bonuses, or dismissal. Such errors occurred most often in 558 declarations (45% of the audited ones).

In more serious cases, violations entail administrative or criminal liability, depending on the amount of hidden or falsely reported assets.

Signs of deliberately false information were found in 423 declarations (35%), which is a violation of Article 366-2 of the Criminal Code. The total amount of "mistakes" is over UAH 5.8 billion (an average of UAH 13.6 million per declaration).

Under the same article, 358 criminal cases were opened in 2024, and 258 this year. However, the efficiency is low: only one in 10 cases goes to court. In particular, 33 suspicions were announced last year, and 24 this year. The court received 20 cases last year (6%) and 17 this year (7%).

In some cases, several violations were recorded simultaneously. For example, 18 declarations contained both false information and signs of illicit enrichment. Another 24 contained false information along with unjustified assets.

The National Agency for the Prevention of Corruption found false information in the declaration of Petro Obukhov, a member of the Odesa City Council, for 2023. According to the NACP's certificate, the inaccuracies relate to his purchase of shares in the Macros investment fund worth UAH 16 million.

In total, in January 2025, the NACP completed 76 full verifications of declarations. In three out of four declarations of officials from Odesa region, signs of false information were found.
