A Mykolaiv lawmaker and landowner earned nearly a million from rent

Vladimir Frolenko, a member of the Mykolaiv Regional Council, is one of the top three largest landowners among his colleagues on the council—he holds 52 hectares of land. It has now come to light how much money this property brings him.

According to a new entry in the Unified State Register of Declarations, on August 17, Frolenko received 991,072 hryvnias in rental income. The funds were transferred to him by the private enterprise “Visla,” an agro-industrial firm. The document was made public on August 18, 2026.

Previously, the Center for Public Investigations calculated which members of the Mykolaiv Regional Council owned the largest land holdings. Frolenko ranked third, trailing onlyTahir Sadridinov and Vitaliy Shevchenko.

While Frolenko’s land holdings totaled 42.12 hectares in 2024, they now amount to 52 hectares spread across 11 plots. All of them are located in the Bashtanka District, in the villages of Novosergiivka and Pryvilne, mostly consisting of plots ranging from 5 to 7 hectares.

It is most likely the lease of this land that brought the deputy his declared income of nearly one million hryvnias.

Just recently, Vitaliy Kim, the former head of the Mykolaiv Regional Military Administration, who was appointed Minister for Veterans’ Affairs, disclosed his income for the past six months.

In half a year, the official earned 2,195,000 hryvnias as head of the Regional Military Administration and received an additional 273,000 hryvnias in rent. His wife managed to earn 6,929,700 hryvnias over the past six months through her business and 62,000 hryvnias in salary from the limited liability company “Myslyvets Mykolaiv.”
