Luxury cars, land and a house: NACP takes on the declaration of a court secretary in Odesa region

In the declaration of Olena Cherneva, the secretary of the Artsyz District Court, false information was found totaling UAH 3.4 million.

This is reported on the website of the National Agency for the Prevention of Corruption.

The NACP checked the court clerk's declaration for 2023 and concluded that Cherneva did not indicate

In addition, the NACP found significant discrepancies in the cost of a BMW X3 (2017) declared for UAH 50,000 instead of the market price of UAH 987,000, and a Mercedes-Benz Sprinter (2005) listed for UAH 9,000 instead of UAH 327,000. BMW X5 (2010), owned by a family member, was not reflected in the declaration at all.

Also, income from the sale of a car in the amount of UAH 60,000 and undeclared income from "scheme" sources in the amount of UAH 829,000 were not declared. The total expenditures on real estate and transportation in 2023 (UAH 2.86 million) significantly exceed the official income of the spouses.

The NACP classified these actions as intentional declaration of false information (Part 1 of Article 366-2 of the Criminal Code of Ukraine). If proven guilty in court, Cherneva faces a fine of UAH 51,000 to UAH 85,000, community service for 150-240 hours, or up to 2 years in prison with disqualification to hold certain positions for up to 3 years.

Meanwhile, experts of the all-Ukrainian public campaign "Certification of Local Council Deputies" analyzed the declarations of the deputies of the Odesa City Council for 2021-2024. According to the data from the Unified State Register of Declarations, in 2024, the deputies and their family members declared UAH 1 billion in cash, and another UAH 129.9 million in bank accounts. The total income of the MPs for the year amounted to UAH 349.6 million, and they also own 154 residential properties and 160 hectares of land.
