NACP finds inaccuracies in declarations of Mykolaiv City Council Secretary worth over 2.5 million

The National Agency for the Prevention of Corruption reports that it has found inaccurate information in the declaration of Dmytro Falk, Secretary of Mykolaiv City Council, for 2023 in the amount of more than UAH 2.5 million.

As noted in the agency's reference, the official declared that his wife keeps more than UAH 2.2 million in cash, but her official income for 10 years is UAH 562 thousand. Anna Khodakovska indicates her ex-husband as a source of income, but his funds do not cover the declared expenses. Neither do her relatives have any assets that could explain this. In particular, in 2022-2023, the woman purchased real estate and a car for almost UAH 3 million, which is five times her official income. Also, Falk's declaration does not include housing owned or leased by his daughters Victoria and Olena in Wroclaw. According to the Arkan system, both daughters spent a significant part of 2023 abroad.

In addition, the city council secretary did not mention in his declaration a land plot of more than 30,000 square meters in the Kherson region, which he has been renting since 2021. The land belongs to Dariivka village council, but the lease agreement is not reflected in the declaration. The NACP found signs of violation of the article of the Criminal Code on false declaration. A substantiated conclusion was sent under Article 366-2 of Ukraine (signs of false information).

Recently, the chairman of Zavodskyi District Court of Mykolaiv concealed his car, business and cash. Serhii Shcherbyna indicated in his 2021 declaration inaccurate information worth more than one million hryvnias. The NACP found that the judge concealed information about his property, his wife's corporate rights, and underestimated his monetary assets. A full audit revealed that the judge had provided false information worth more than a million hryvnias, including monetary assets, corporate rights, a car, and personal data of family members.
