The judge who made criminals read acquitted an Odessa doctor from the Medical Examination Commission

Alexander Garsky, a judge at the Khadzhibey District Court in Odesa, dismissed the case seeking to hold a doctor at City Hospital No. 1 administratively liable for alleged violations of financial control requirements.

Asnotedin the ruling, the doctor stated in court that in April 2024, she was appointed to a permanent military medical commission. Consequently, in 2025, she filed her financial disclosure statement for the 2024 reporting period and was confident that she had filled it out correctly.

However, on May 22, 2026, an authorized representative of the Department of Strategic Investigations of the National Police of Ukraine visited the hospital, took a written statement from the doctor, and noted that a mistake had been made when filling out the declaration, specifically in incorrectly identifying the type of declaration.

The police officer also said that the declaration needed to be amended within a few days. The next day, the doctor submitted the corrected declaration.

The judge took into account that the doctor’s only mistake was that, when submitting the declaration to the electronic registry, she had marked the declaration type as “candidate for office” instead of “annual.” In addition, the prosecutor interpreted the doctor’s submission of a new declaration as an admission of guilt, a view with which the judge did not agree.
