Violations amounting to millions were discovered in the payment of salaries in the Tairov community

During an audit of the Humanitarian Policy Department of the Tairovka Village Council in the Odesa District, auditors from the Southern Office of the State Audit Service uncovered financial violations that resulted in budget losses of 3.7 million hryvnias.

According to the State Audit Service, the majority of the violations concerned the calculation and payment of wages to employees of institutions under the Department’s jurisdiction.

In particular, supplements to the minimum wage were calculated and paid to certain employees in violation of the law. Illegal payments of financial assistance to address social and living issues were also identified.

These violations, combined with errors in calculating the Unified Social Tax (UST), resulted in losses of over 3.3 million hryvnias.

Auditors identified another violation during the procurement of electricity. The Department entered into a contract with “Elektryka Ukrainy” LLC; however, its terms differed from those specified by the customer in the draft contract. Specifically, the supplier’s surcharge included in the price per unit of electricity was applied incorrectly.

As a result, the customer overpaid 141,000 hryvnias for the electricity consumed.

In addition, two contractors unjustifiably included a 5% single tax and a 1% military levy in the certificates of work performed and paid for the preparation of design and cost estimate documentation.

This resulted in additional losses for the Administration totaling nearly 57,000 hryvnias.

The Southern Office of the State Audit Service informed the Odesa Regional Prosecutor’s Office of the audit’s findings.

Recently, the Tairovka Village Council conducted a procurement process to select a contractor for the construction of a 90-seat school cafeteria with a radiation shelter for 163 million 849,800 hryvnias.
