Tairova Village Council Awards ₴8.8 Million Meal Contract to Fabrika Smaku

The Department of Humanitarian Policy of the Tairova Village Council of Odesa District conducted a procurement to select a company that would organize meals for students in grades 1-4 and students of privileged categories, and the winner was Fabrika Smaku, a limited liability company.

According to the Prozorro e-procurement system, the tender was held in the format of an open tender with special conditions and the company had no competitors.

Thus, the company is currently applying for UAH 8 million 867.9 thousand, for which it will have to feed students of day camps at schools, if the agreement is concluded.

We are talking about two educational institutions:

• Tairovsky Lyceum of the Tairovsky village council of Odesa district, Odesa region, where 464 children need to be fed.
• Sukholimanska elementary school of the Tairova village council of Odesa district, Odesa region - 61 children.

The estimated number of days during which meals should be provided is 153 school days.

Open bidding with peculiarities implies that almost all terms are shorter than in open bidding in accordance with the Law "On Public Procurement". This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the full-scale invasion of the Russian Federation, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

For example, in January, the Usativ village council of Odesa district held a procurement to select a company that would be paid for catering services for students of general secondary education institutions of the Usativ village territorial community. The procurement was held on January 22 in the format of an open tender with special features involving only the limited liability company Fabryka Smaku, which expects to spend UAH 16 million 339.2 thousand in 2025.
