NACP uncovers fraud with the declaration of a deputy from Odesa region worth 134 million

Maksym Sheiko, a deputy of Vyhodianske village council in Odesa region, declared assets with significant discrepancies: according to NACP estimates, the total amount of false information exceeds UAH 134 million. The audit showed that he was unable to document a significant portion of the declared cash.

This is evidenced by the NACP's certificate.

In particular, the declaration does not include a residential building of more than 315 square meters in the village of Molodizhne, registered in the name of the MP's wife. Nevertheless, Sheiko was directly involved in the disposal of this property: in 2023, the property was mortgaged to ProCredit Bank as collateral for a loan to Philbert, where he is the owner and manager. The agreement explicitly states that the transaction was concluded with his notarized consent.

The story is similar with a 1000 square meter land plot that his wife purchased back in 2021. The MP agreed to both purchase and mortgage the land, but did not disclose it in his declarations for three years in a row.

Problems were also found in the section of vehicles. His wife's car, a Mercedes-Benz ML 350, which Sheiko himself had sold to her earlier, as well as a trailer and another Mercedes-Benz Vito, were missing from the declarations. In addition, the cost of his Sprinter truck was listed in the range of 200-315 thousand, although according to the documents it cost only 20 thousand hryvnias.

The official also failed to declare a number of other assets: in particular, the rights to the Flarino and Triton Tools trademarks, as well as the value of inherited real estate - UAH 363 thousand. The declaration also lacks information about 10 bank accounts in different currencies and a payment in Barcelona worth more than 3.6 thousand euros.

The NACP's special attention was drawn to the difference between the family's income and the amount of declared cash. While as of 2019, the family had about UAH 9.7 million, in 2020-2024, official income amounted to UAH 30.9 million, while expenses amounted to UAH 16.7 million. At the same time, the declaration indicated more than 141.5 million in cash, which creates an unjustified difference of more than 117.5 million hryvnias.

The collected materials on possible violations have already been submitted to the National Police for further investigation. The total amount of undeclared or falsely stated data exceeds UAH 134.4 million.

In March, the NACP also started monitoring the lifestyle of Andrii Svatko, head of the Odesa Regional Prosecutor's Office. The issue is the significant wealth of his family and the use of expensive property that cannot be explained by official income.
