A luxury car for rent and debts: Deputy Head of Odesa Regional Council Urbanskyi discloses his wealth

Real estate in Ukraine and abroad, millions in rental income, and a collection of expensive watches - the declaration of Oleksandr Urbanskyi, deputy chairman of the Odesa Regional Council, demonstrated the extent of his wealth. At the same time, the large assets are backed by millions of hryvnias in debts and hundreds of thousands of hryvnias in car rental costs alone.

This was reported by the Center for Public Investigations.

The document states that the family includes his daughter Valeria. Urbanskyi declared a significant amount of real estate both in Ukraine and abroad. In particular, he owns a 486 m² land plot and a 141 m² house in the village of Sanzhiika in Odesa region, as well as a 311 m² apartment in Odesa worth more than UAH 13.4 million.

In addition, the official indicated the use of a room in the Izmail district belonging to the community and another apartment in Odesa, where his daughter is registered.

The declaration for 2025 also included new assets related to the family. The daughter lives in an apartment in the Czech Republic, which is registered in the name of Natalia Urbanska, probably a relative of the official. A house in Odesa with an area of over 370 m² (worth over UAH 12.5 million) and two land plots with a total value of about UAH 7.5 million are registered to the same person. Urbanskyi himself has the right to use this property.

Among the declared movable property is a collection of at least nine luxury watches from leading global brands, including Jaeger-LeCoultre, Chopard, Breguet, Girard-Perregaux, Maurice Lacroix, Patek Philippe, and Audemars Piguet. These are models made of steel, titanium, different types of gold and platinum, purchased before the first declaration was submitted, so their value is not specified.

The official also uses a 2023 Volkswagen Touareg, which he leases from the company Dunaisudoservice Ship Repair Enterprise LLC. The total rental amount exceeded UAH 600 thousand.

Urbanskyi' s main income consists not only of his salary but also of rental payments. In 2025, he received UAH 902,343 in salary from the regional council, another UAH 649,353 from Priority-B LLC, and more than UAH 2 million from the international organization ACTED for leasing property. The total income from these sources amounted to about UAH 3.5 million, most of which was rent.

The declaration also reflects monetary assets: UAH 15.5 million in cash and over UAH 114 thousand in a bank account.

At the same time, financial liabilities were declared. The largest of them is a loan of UAH 5.85 million received in 2022 from an individual. There is no data on its repayment in the reporting period. In total, the amount of debts exceeds UAH 6.4 million.

The expenses for car rental are listed separately: in January 2025, the official made two payments - UAH 218 thousand and UAH 300 thousand. Thus, he spent UAH 518 thousand on transportation in just two days.

Last year, the NACP filed a statement with the police about a possible criminal offense, namely forgery of documents by Oleksandr Urbanskyi, Deputy Head of the Odesa Regional Council. The anti-corruption activists found that the official had failed to indicate in his declaration information about a car worth UAH 500,000.
