NACP appeals to police over forged documents of Odesa Regional Council Deputy Head Urbanskyi

The National Agency for the Prevention of Corruption (NAPC) has filed a statement with the police about a possible criminal offense, namely forgery of documents by the deputy head of the Odesa Regional Council, Oleksandr Urbanskyi.

According to the NACP press service, the anti-corruption activists found that the official failed to indicate in the declaration information about a car worth UAH 500,000 and drew up a report on an administrative offense related to corruption under Part 4 of Article 172-6 of the Code of Administrative Offenses, which, together with the relevant materials, was sent to the Prymorskyi District Court of Odesa for consideration.

At the same time, during the collection of data to draw up a protocol to confirm the accuracy of the information reflected in the declaration, the official provided the NACP with a document that had signs of forgery.

In November 2024, the National Agency for the Prevention of Corruption, during a full audit of the declaration of Oleksandr Urbanskyi, Deputy Head of the Odesa Regional Council, for 2023, found inaccuracies totaling UAH 540 thousand.

The NACP was unable to establish the exact value of this property. In addition, the politician declared UAH 40 thousand in his bank account, while at the end of the reporting period the negative balance was UAH -53.8 thousand. Also, Oleksandr Urbanskyi did not include in his declaration 500 thousand hryvnias that he spent on the purchase of a car.

In October, it turned out that the politician had bought the car in the spring of 2023 at a reduced price of UAH 500 thousand. The National Agency for the Prevention of Corruption (NAPC) found violations in Oleksandr Urbanskyi 's declaration and announced a possible fine of UAH 17,000 to 42,000.

In addition, it turned out that the deputy chairman of the regional council sold the car he received from his ex-wife for 18 thousand hryvnias for more than 4 million. His previous car, an Audi SQ7, was also undervalued in the declaration - 500 thousand hryvnias, although it could have cost about 4.8 million hryvnias.
