Saldo was sentenced for robbing farmers in the Kherson region

A court sentenced Volodymyr Saldo, the former head of the occupation administration in the Kherson region, to 15 years in prison in absentia. According to the investigation, it was on his orders that approximately 3,000 metric tons of Ukrainian grain, worth nearly 15 million hryvnias, were transported out of the region in the fall of 2022.

This was reportedby the Office of the Prosecutor General.

In court, prosecutors proved that after the occupation of part of the Kherson region in 2022, Saldoheaded the Russian-created administration and facilitated the seizure of Ukrainian enterprises. According to the investigation, the official exerted pressure on local businesses and implemented a policy of appropriating the property of Ukrainian citizens and companies.

Volodymyr Saldo is a Ukrainian and Russian politician and a pro-Russian collaborator. He served as a member of the Kherson City Council (2015–2022), mayor of Kherson (2015–2022), and a member of the Ukrainian Parliament (2012–2014). Following the occupation of Kherson during the Russian invasion of Ukraine, he was appointed head of the city’s occupation administration. In June 2022, he received Russian citizenship from the occupation authorities in Kherson.

In October 2022, he ordered representatives of the occupying authorities to remove grain that was stored at PJSC “Kherson Bread Products Plant” and belonged to Ukrainian entrepreneurs.

In accordance with this order, between October and November 2022, representatives of the occupation administration, together with Russian military personnel, transported approximately 3,000 metric tons of grain crops to the left bank of the Kherson region using three barges. The value of the grain removed is estimated at nearly 15 million hryvnias.

The court found Saldo guilty of violating the laws and customs of war and sentenced him to 15 years in prison. The verdict was handed down in absentia. The convicted man will serve his sentence after his arrest.

This is already the third conviction for the former head of the occupation administration. In November 2023, Saldowas sentenced to 15 years in prison for treason, collaboration, and justifying Russian aggression. In April 2026, he received another 15-year sentence for treason, collaboration, encroachment on Ukraine’s territorial integrity, and publicly justifying Russia’s war against Ukraine.
