Abandoned housing starts to be seized in occupied Kherson region

The head of the occupation administration of Kherson region, Volodymyr Saldo, has announced the acceleration of the transfer of so-called "ownerless" property to "municipal" ownership in the temporarily occupied territory of the region.

He announced this in his telegram channel after a meeting with the heads of the occupation "municipal districts".

According to Saldo, 42% of the orders for the transfer of property that the occupation authorities consider "ownerless" have been prepared. He also instructed to complete this process by the end of May.

The occupation official said that the housing is allegedly planned to be transferred to doctors, teachers and other "specialists needed in the region."

Back in January 2026, Saldo called on the heads of the occupation administrations in the Chaplynka district to "more actively identify ownerless housing". At that time, it was also about the transfer of real estate to public sector workers and employees.

At the same time, Ukrainian experts believe that in this way the occupation authorities are increasing pressure on the local population. Deputy Director of the Center for Middle East Studies Serhiy Danilov previously stated that under the guise of transferring housing to teachers and doctors, the occupiers are trying to change the ethnic composition of the population in the occupied territories.

As Intent previously wrote, Volodymyr Saldo, who already has a sentence for high treason, was served with a new suspicion. Along with him, 11 other people associated with the activities of an illegal armed group in the temporarily occupied territory of Kherson region were suspected.

Last year, in July, the court found Volodymyr Saldo guilty for the second time and added another sentence to the previous one, according to which the collaborator will receive 15 years in prison for organizing a fake referendum on the accession of Kherson region to Russia. In addition to imprisonment, the convict will lose all his personal property and will not be able to hold leadership positions for 15 years.
