Roads to be built at Odesa cemetery for almost 19 million

The municipal enterprise Specialized Utility Service Enterprise has announced a tender to select a contractor to be paid for the construction of the road surface of the Zakhidne cemetery.

This is stated in the Prozorro electronic procurement system, according to the Center for Public Investigations.

We are talking about the territory within plots: 304-314, 304a-314a, 308a-274, 314a-273a, 71. The expected cost of the procurement is UAH 18 million 731.6 thousand, and the works are scheduled to be completed by July 31, 2025. The procurement format is open bidding with special conditions.

The Western Cemetery was opened in 2000 near the Dva Stolpa interchange. It is one of the largest cemeteries, covering an area of more than 200 hectares. On memorial days, the cemetery even runs a special free bus for visitors.

Open bidding with special features means that almost all terms are shorter than they were in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, the year before last, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. The government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

On September 15, 2022, the High Anti-Corruption Court changed the measure of restraint for former Odesa City Council official Vasyl Shkriabai, accused in a criminal proceeding regarding the misappropriation of UAH 131 million from the Odesa budget in 2016 by Odesa City Council officials in collusion with local businessmen. The case concerns a deal to purchase theZastava-2 airport property complex for a cemetery.
