Rejected contractor single-handedly wins 100 million tender in Serhiivka for the second time

The Department of Capital Construction and Roads of the Odesa Regional State Administration has once again conducted a procurement to select a company to pay for the reconstruction of the building of the Sonechko preschool in Serhiivka, Bilhorod-Dnistrovskyi district.

According to the Center for Public Investigations, the relevant announcement was published in the Prozorro electronic procurement system.

The procurement was conducted in the format of open bidding with special features, and the only participant was Disk-Pivden Limited Liability Company. The company expects to sign a contract and will then have to carry out the reconstruction by December 31, 2026. The reconstruction will cost UAH 101 million 997.4 thousand.

This is not the first time that this company has participated in this procurement alone and is awaiting the conclusion of the contract. On January 23, a similar procurement took place and the company was determined to be the winner without competitors, but on February 4, the auction results were invalidated and the company's offer was rejected. In the rejection protocol, the decision was justified by the fact that the tender documentation did not meet the terms of the technical specification and other requirements for the subject of procurement of the tender
documentation and the company could not eliminate the discrepancies.

Company history

According to the YouControl analytical system, Disk-Pivden Private Enterprise was registered in 2009 in Odesa. The authorized capital of the company is UAH 100 thousand. The main activity is the construction of residential and non-residential buildings. The founder and head of the company is Lyudmyla Kiosia.

The company started participating in public procurement in 2018. The company's customers include the Military Prosecutor's Office of the Southern Region of Ukraine, the Regional Security Service of the Odesa Regional Council, the Specialized Defense Prosecutor's Office of the Southern Region, the Infrastructure Restoration and Development Service in Odesa Region, the Odesa Regional Prosecutor's Office, and the Department of Capital Construction and Roads of the Odesa Regional State Administration.

In total, cooperation with government agencies brought the company over UAH 168 million. The most successful year for the company was 2023, when the revenue from tenders exceeded UAH 83 million. Prior to that period, the company had not actually participated in large public procurements.

The company received one of the first major contracts for almost UAH 10 million. The Department of Capital Construction and Roads of the regional military administration ordered the company to overhaul an outpatient clinic in Kurysove village, Berezovsky district.
