The contract for the reconstruction of a kindergarten in Serhiivka was awarded to a company with a local history

In Odesa region, a contractor has been selected to receive more than one hundred million hryvnias. It is about the reconstruction of a kindergarten in Serhiivka.

The Center for Public Investigations decided to find out who could receive a multimillion-dollar contract and what the company's history hides.

According to the Prozorro procurement system, at the end of December, the Department of Capital Construction and Roads of the Odesa Regional State Administration announced a tender for the reconstruction of the building of the Sonechko preschool in Serhiivka, Bilhorod-Dnistrovskyi district. The expected cost of the works was over UAH 102 million. The deadline for submitting bids was January 23.

However, there was virtually no competition for the procurement - only one bidder, the private enterprise Disk-Pivden, submitted its proposal. It was this company that was identified as the potential contractor.

According to the YouControl analytical system, the private enterprise Disk-Pivden was registered in 2009 in Odesa. The authorized capital of the company is UAH 100 thousand. The main activity is the construction of residential and non-residential buildings. The founder and head of the company is Lyudmyla Kiosia.

The company started participating in public procurement in 2018. Among the company's customers are the Military Prosecutor's Office of the Southern Region of Ukraine, the Regional Security Service of the Odesa Regional Council, the Specialized Defense Prosecutor's Office of the Southern Region, the Infrastructure Restoration and Development Service in Odesa Region, the Odesa Regional Prosecutor's Office, and the Department of Capital Construction and Roads of the Odesa Regional State Administration.

At the same time, the activities of Disk-Pivden PE became the subject of a lawsuit in a case on access to public information. According to the ruling of the Third Administrative Court of Appeal, the NGO Platform Civic Control filed a lawsuit against the Service for Infrastructure Restoration and Development in Odesa Oblast. The plaintiff demanded to declare unlawful the refusal to provide information at the request of April 14, 2025, No. 654/25 and to oblige to provide copies of the acts of work performed and certificates of their cost.

The request concerned an agreement dated December 1, 2023, concluded between the Infrastructure Restoration and Development Service in Odesa Oblast and Disk-Pivden PE. It was about the overhaul of a nine-story residential building in Serhiivka, which was damaged by a missile strike on July 1, 2022.

Despite the absence of criminal proceedings, in 2024-2025, the company was repeatedly featured in journalistic investigations. In particular, in 2023, the Infrastructure Restoration and Development Service in Odesa Oblast announced a tender for the restoration of a residential building in Serhiivka worth UAH 73 million. The contractor then was also Disk-Pivden PE.

In December 2024, the same company was again awarded a contract to repair a nine-story building in Serhiivka, this time for additional work worth almost UAH 46 million. The house was almost completely destroyed by a missile attack: Russian troops fired three X-22 missiles at the village, one of which hit the basement. The first entrance was completely destroyed, and two more were seriously damaged. Out of 106 apartments in the building, 105 were destroyed.

The Center for Public Investigations has repeatedly drawn attention to the company's activities. According to journalists, the total amount of budget funds that Disk-Pivden received to restore this high-rise building in Serhiivka amounted to about UAH 130 million.
