Demolition of an architectural monument on Frantsuzsky Boulevard in Odesa started at night

The demolition of a part of the architectural monument at 10 Frantsuzsky Boulevard in Odesa began on the night of March 23 during an air raid.

This was reported by activists of the organization "Common Purpose".

At the same time, security guards refused to provide any documents for the work. Therefore, the activists suspected that there were no such documents and that the work was illegal.

Intent asked Oleksandr Avdeev, the head of the Department of State Construction Control of the Odesa City Council, for a comment, and he confirmed the damage to the architectural monument. The head of the department noted that on March 24, a commission inspection was conducted at the site of the former winery with the participation of the Department of State Architectural and Construction Control, Odesa City Military Administration, Prymorskyi District Administration, the Department of Public Works and the Department for UNESCO and Cultural Heritage Protection.

The building is a designated architectural and urban planning monument of local significance called the "Building of Warehouses of the Provincial Department". It was built by architect Lev Vlodek in 1895.

A corresponding act is currently being prepared to officially record the fact of unauthorized work for further appeal to the court and law enforcement agencies. On the basis of the act, the department will appeal to the Prosecutor's Office of Odesa region with a request to enter information into the Unified Register of Pre-trial Investigations on the destruction of a cultural heritage site.

At 10 Frantsuzkyi Boulevard, there was a company store of the Odessavinprom plant that sold alcoholic beverages of the Odesa and Frantsuzkyi Boulevard brands. In 2021, the plant was privatized, and in 2024, Caplor 7, which won the auction for the privatization of Odessavinprom, offering UAH 234.9 million for it, began to allocate land for the facility. The plan was to combine three plots of the plant into 1.8 hectares for the placement and operation of main, auxiliary and support buildings and structures of processing, machine-building and other industries. That is, without changing the designated purpose.

In August 2025, part of the industrial buildings were demolished on the plant's territory. Odessavinprom's property complex consists of 97 real estate objects, 143 pieces of equipment and vehicles. The property is located at 8, 10, 12 Frantsuzsky Boulevard, 151 Ataman Holovaty Street and Nalyvna Street.
