The last session of the city council in 2025 was held in Odesa on December 12. Traditionally, Intent is preparing to broadcast the session online.

The 49th session was postponed twice according to insider information, and in order for it to take place, the head of the OVA, Oleh Kiper, had to write an angry letter to the acting mayor of Odesa , Ihor Koval. On January 23, the acting mayor of Odesa, Ihor Koval, ordered the postponement of the session of the Odesa City Council. The deputies were convened not on January 28, as previously planned, but on February 11.

The National Agency for the Prevention of Corruption has published Ihor Koval's declaration for 2025, which indicates that he has 200 thousand hryvnias and 25 thousand US dollars in cash.

Ihor Koval took office as mayor on October 16, 2025. Prior to that, he held the position of Secretary of the City Council, which he retained after receiving the status of acting mayor.
