Prymorskyi district chose a Rivne entrepreneur as a supplier of equipment for schools

The Center for Financing and Economic Activity of Educational Institutions of Prymorskyi District of Odesa has held a tender to select a company that will supply equipment for classrooms in schools.

The relevant information is available in the Prozorro e-procurement system.

It is about 113 sets of equipment for 33 schools in the district: 28 for geography classrooms, 30 for biology classrooms, 29 for physics classrooms, and 26 for chemistry classrooms.

The auction was held with the participation of businesswoman Margarita Shelest and 4 D Group Limited Liability Company. The winner was the entrepreneur who agreed to supply the equipment for UAH 6 million 954.8 thousand.

Earlier, the Department of Education, Culture, Youth and Sports of the Ovidiopol Village Council in Odesa Oblast selected a supplier of school furniture. The winner was EMENS, a limited liability company owned by Natalia Chechina-Dmytrenko from Kyiv. The procurement was conducted in the format of an open tender with special features.

The Center for Financing and Economic Activity of Educational Institutions of Khadzhybeyskyi District of Odesa also held a tender to select a company to supply equipment for classrooms in schools. This procurement was also conducted in the format of an open tender with special features, and the only participant was 4 D Group Limited Liability Company. The company expects to spend UAH 5 million 668.3 thousand. According to the YouControl service, the LLC was registered in Kyiv in 2020. The owner is Yulia Tsekhmistrenko from Kyiv.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
