Officials of Pivdennyi port suspected of fake reservations for mobilization

In Odesa, the court granted investigators access to the documents of the Pivdennyi port. It is about possible fictitious reservation of employees from mobilization during martial law.

This was reported by Intent with reference to the decision of the Kyiv District Court of Odesa.

The court granted the request of the investigative department for investigating particularly serious crimes of the Main Department of the National Police in Odesa region and provided temporary access to documents and belongings of the SE "Pivdennyi Commercial Sea Port". The decision was made in the framework of criminal proceedings on the fact of illegal interference with the port's electronic systems during martial law, which is qualified under Article 361(5) of the Criminal Code of Ukraine.

According to the investigation, in September, law enforcement officers discovered that port officials had unauthorizedly interfered with the operation of automated electronic communication networks.

The investigation revealed that between September 9 and 15, the head of the port 's mobilization and civil protection department entered false data on employee bookings into the state web portal on the instructions of the acting director. In doing so, he used the electronic signature of the director, who at the time was under round-the-clock house arrest.

The court recognized that there was a real threat of alteration or destruction of documents that could serve as evidence and allowed the police to gain temporary access to them without the presence of the owners. These documents can be used to confirm or refute the illegal actions of port officials. According to the Ukrainian Sea Ports Authority, Oleksandr Leibov held this position in 2023.

As reported by the Center for Public Investigations, in early September 2023, detectives of the National Anti-Corruption Bureau of Ukraine served a notice of suspicion to Oleksandr Oliynyk, Director of Pivdennyi Port, and his two deputies of misappropriation of state property through abuse of office. And in August 2025, they were notified of suspicion of official negligence and abuse of power in the purchase of equipment for unloading containers.
