Odesa region ranks fifth in terms of the number of fake news outlets under sanctions

As of March 2026, 12,474 individuals from 77 countries are under sanctions by the National Security and Defense Council, seven of whom are from Odesa region.

According to analysts at the YouControl R&D Center, Odesa region ranks fifth in Ukraine.

Most of them are Russians (9,242) and Ukrainians (1,191). Half a thousand of those subject to sanctions have dual citizenship. 576 people have dual citizenship, and another 9 sanctioned persons have triple citizenship. As of March 2026, 217 people from the State Sanctions Register are registered in Ukraine as individual entrepreneurs.

More than 40% of them (94) are registered in the temporarily occupied territory of Crimea. Also, a significant number of entrepreneurs under the NSDC sanctions are registered in Donetsk (54) and Luhansk (21) regions. Kyiv ranks fourth in terms of the number of sanctioned sole proprietors (20). At the same time, no sanctioned individual entrepreneurs were found in 10 regions of Ukraine.

30% of sanctioned sole proprietors (65) work in the field of trade. Another 31 individual entrepreneurs are engaged in professional, scientific and technical fields. Real estate transactions are the main activity for 24 sole proprietors. In 2025, 25 individuals were sanctioned by the National Security and Defense Council and are or were active sole proprietors.

YouControl R&D Center analysts have found that as of March 2026, 8,492 legal entities from 77 countries are under sanctions by the National Security and Defense Council, and most of the Ukrainian companies against which sanctions have been imposed are registered in Kyiv, Odesa, and Lviv regions. For comparison, Kherson and Mykolaiv regions have three such companies each. Lviv region is in third place in Ukraine with 12 sanctioned companies. However, the leader is undoubtedly the capital, with 111 such legal entities.
