Odesa port decided to entrust the repair of railroad tracks to a contractor rejected last year

The Odesa branch of the Ukrainian Sea Ports Authority has selected a company that will overhaul the port's railroad tracks for more than UAH 50 million.

This was reported in the electronic procurement system Prozorro.

The tender provided for the repair of more than 10 tracks and crossings, but for UAH 53 million 669.9 thousand, and was held in the format of an open tender with a single participant, Metproject Limited Liability Company.

The company is counting on UAH 53 million 592 thousand. According to the YouControl service, the company was registered in 2013 in Odesa. The owner is Irina Voloshchuk.

Last year, the port already conducted this procurement and chose the same company as the winner, but the company did not fulfill the conditions for eliminating inconsistencies in its tender documentation, so its proposal was rejected.

Open bidding with special features means that almost all terms are shorter than they were in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the full-scale invasion of the Russian Federation, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

For example, the municipal non-profit enterprise Ovidiopol Hospital, located in Odesa region, held a procurement without an auction to select a contractor to be paid for the overhaul of the therapeutic department. The procurement with an expected value of UAH 23 million 323.6 thousand was held on January 7 in the format of an open tender with special conditions, and the only participant was Davmir Stroy Limited Liability Company.
