Odesa Police Tender for Batteries Worth 2.77 Million Hryvnias with No Bids

The Security Police Department in Odesa Oblast has conducted a tender to select a supplier of batteries for UAH 2 million 773 thousand.

This is reported in the electronic procurement system Prozorro.

They plan to purchase: 150 AGM 12V 18 Ah batteries, 600 AGM 12V 9 Ah batteries, 1 thousand 700 AGM 12V 7 Ah batteries, 1 thousand AGM 12V 2.2 Ah batteries, 50 LiFePO4 12V 7 Ah batteries, two 25.6V 100Ah batteries (LiFePO4), and 50 CR123 and CR2 lithium batteries.

Oleksandr Tretyakov was the only participant in the procurement, which was conducted in the format of open bidding with special conditions.

Open bidding with special features means that almost all terms are shorter than those in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, the year before last, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. The government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

For example, the State Enterprise Izmail Commercial Sea Port in Odesa region held a procurement to select a company that would be paid for the maintenance of the Condor portal crane. The procurement was conducted in the format of open bidding with special features, and the only participant was Remtekhmorport Limited Liability Company, which agreed to work for UAH 15 million 603.9 thousand.

The municipal non-profit enterprise Ovidiopolska Hospital, located in Odesa region, held a procurement without an auction to select a contractor to be paid for the overhaul of the therapeutic department. The procurement with an expected value of UAH 23 million 323.6 thousand was held on January 7 in the format of an open tender with special conditions, and the only participant was Davmir Stroy Limited Liability Company.
