Odesa Deputy Mayor Silin declares pension and loans after dismissal

Valeriy Silin, the deputy mayor of Odesa, declared over UAH 1.5 million in income in 2025. The official still has a debt that he has not repaid.

This is evidenced by the declaration of the former Deputy Mayor of Odesa Valeriy Silin, which he submitted upon his dismissal. The document covers the period from January 1 to October 31, 2025.

He held the position of deputy mayor of Odesa for the executive bodies of the council and belonged to the third category of local government officials. His position was not included in the list of high-risk positions, and he was not considered a national public figure.

The official joined the Odesa City Council in October 2023. At first, he served as the deputy mayor and managed the affairs of the executive committee, and in December he was appointed deputy mayor for the activities of the council's executive bodies.

The official's family owns an apartment in Odesa with an area of 144.4 square meters, which was purchased in March 2013. The apartment is jointly owned by Mr. Silin, his wife and son. The declared value of the apartment at the time of acquisition was almost UAH 1.36 million. The declaration does not include any assets under construction.

Neither the former deputy mayor nor his family members have any valuable movable property, including jewelry or luxury goods.

As for vehicles, Valeriy Silin declared a Toyota RAV4 made in 2021, which he purchased in August 2021 for almost UAH 956 thousand. The declaration also includes a 2020 Toyota Camry, which was purchased by his wife in September 2025. The declared value of this car is UAH 810 thousand.

The former official and his family members do not have any business, corporate rights, securities or participation in legal entities. There are no intangible assets, including intellectual property, in the declaration.

In ten months of 2025, the official received more than UAH 1.56 million in salary from the executive committee of the Odesa City Council. In addition, he declared a pension worth almost UAH 318 thousand. The declaration also includes minor other payments from PrivatBank and insurance payments from UNIQA company for more than UAH 164 thousand. In the reporting period, the official's wife received UAH 850 thousand of income from the sale of movable property.

The family's monetary assets include UAH 710 thousand in cash belonging to Valeriy Silin himself. His wife declared USD 24 thousand and UAH 250 thousand in cash.

The section on financial liabilities includes a loan from Credit Agricole Bank, taken out in August 2021. The loan was taken out to purchase a Toyota RAV4 car, which is used as collateral. As of the end of the reporting period, the debt balance amounted to almost UAH 128 thousand.

He was appointed Deputy Mayor for Executive Bodies of Odesa City Council in October 2023. Previously, he worked in the security service of Pivdenny Bank and headed the Progresbud company.

Recently, he and other officials, including former mayor Trukhanov, were suspected of negligence in the September 30 floods.
