New Head of Children's Services Appointed in Odesa

The interim mayor of Odesa, Ihor Koval, has appointed Ilya Zuhravyi to head the Service for Children of the Odesa City Council.

This was reported by the Center for Public Investigations, citing the relevant order published by the press service of the Odesa municipality.

Ilya Zuhravyi was the deputy head of the service until January 1. The previous head of the service, Tatiana Prodanchuk, was dismissed by Ihor Koval at the end of last year by mutual agreement.

The flow of dismissals and appointments that began after the deprivation of citizenship and powers of Odesa Mayor Gennadiy Trukhanov did not stop for several weeks: three heads were appointed in the city's departments.

Acting Odesa Mayor Igor Koval also dismissed Deputy Mayor Volodymyr Domnitsak from his post. The reason for the dismissal was Volodymyr Domnitsak's resignation. He was appointed to the position of acting mayor in November 2025. Before that, he was the chief of staff of the Dnipro Regional State Administration.

Personnel changes in Odesa City Hall have been ongoing since the President deprived Odesa Mayor Hennadiy Trukhanov of Ukrainian citizenship in October 2025, and the City Council, in turn, deprived him of his powers as mayor.

For example, one of the most recent changes was the dismissal of Tetiana Prodanchuk, the head of the Children's Service of the Odesa City Council. Also in December, Denys Kravchenko, who had previously been the deputy of the dismissed Anastasia Potapenko, was appointed director of the Department of Administrative Services of Odesa City Council.

Also, Natalia Soynikova, who had previously been the deputy head of the Department of Internal Policy of Odesa City Council, was appointed as the director of the Department of Internal Policy.
