Mykolaiv Parks 2024 Budget: ₴236.94M for Green Area Improvements

The largest expenditures of the municipal enterprise Mykolaiv Parks in 2024 were related to the purchase of machinery, equipment and maintenance of the city's green areas.

This is evidenced by data from the public and commercial bidding platform Zakupivli.pro.

Intent analyzed the most expensive purchases of the Mykolaiv Parks utility company and found out how much taxpayer money was planned to be spent from the local budget for various needs.

During 2024, the company made purchases of computer equipment. Thus, it was planned to spend UAH 87,899 on a laptop, UAH 11,683 on a personal computer, UAH 16,340 on a monitor, keyboard and mouse, and UAH 56,516 on multifunctional devices such as a printer, monitor, keyboard and mouse. Computer parts, accessories and supplies were to cost UAH 16,926. In total, the utility planned to spend UAH 189,364 on computer equipment.

UAH 9.1 million was planned for household waste burial services, and UAH 869,855 for household waste removal. Household waste management services were to cost over a million hryvnias.

It was planned to spend UAH 12.3 million on fuels and lubricants. Oils and lubricants for automotive and special machinery and equipment - UAH 171,412.

UAH 5.6 million was planned to be spent on landscaping, i.e. the purchase of trees and shrubs of perennial plantations, as well as flower bulbs.

During the year, Mykolaiv Parks also announced purchases of various vehicles. UAH 7.4 million was planned for a flatbed truck; chainsaws, blowers, and brushcutters costing UAH 1.2 million; a wood chipper costing UAH 2.6 million; a two-wheeled garden wheelbarrow costing UAH 49,679; an autonomous ultra-high pressure apparatus based on a trailer costing UAH 1.8 million; and a combined road machine with replaceable equipment based on a dump truck costing UAH 7.5 million.

One of the most expensive procurements concerned the purchase of specialized equipment for utility companies, namely multifunctional sweepers complete with attachments, for which it was planned to spend UAH 45.4 million. A total of UAH 678,666 was planned to be spent on special work clothes and footwear.

In addition, the company also held tenders for the reconstruction of local memorial sites. For example, UAH 92,736 was to be spent on the development of design and estimate documentation for the project "Reconstruction of a part of the park-monument of landscape art of local importance "Flotskyi Boulevard" in the Central District with the construction of a sports ground."

Changing the inscription and the artistic element in the form of a star on the main ceiling of the Memorial Complex in honor of the 68th paratroopers from Olszanska could have cost UAH 672,011. The memorial to honor those who died in the Russian-Ukrainian war during Russia's military aggression against Ukraine cost 337,000 hryvnias.

At the beginning of the year, more than 48 million hryvnias were planned for the maintenance of green areas in the city, while at the end of the year, the amount was 89.04 million hryvnias. Services for the repair and maintenance of the city's amenities were to cost UAH 2.4 million. In addition, a total of UAH 4.6 million was spent on the arrangement of benches.

Thus, the most expensive procurement for the improvement of the municipal enterprise Mykolaiv Parks cost the city about UAH 236.94 million.

Also in 2024, Mykolaiv Regional Council made a number of procurements to ensure the functioning of infrastructure, organize events and meet social needs. More than UAH three million was spent from the regional budget for these purposes. The largest expenditures were for fuel, repairs and consulting services.

Mykolaiv Regional Military Administration also made purchases, planning to spend over UAH 36 million from the local budget. The bulk of the funds were used to provide vehicles, technical support, and purchase drones and specialized equipment.

At the same time, certain expenses, such as the purchase of honorary awards, stamps, and the organization of webinars, raise questions about the appropriateness of such use of budget funds.
