More than a million hryvnias in bonuses: how much does the leadership of Odesa City Council receive?

In the first half of 2025, the leadership of the Odesa City Council, including Mayor Hennadii Trukhanov and his four deputies - Oleksandr Filatov, Pavlo Vuhelman, Valerii Silin, and Hanna Pozdnyakova - received more than UAH 1.6 million from the city budget in bonuses alone.

At the same time, monthly bonus payments ranged from 30 to 69 thousand hryvnias for each of the officials - several times more than their official salaries. Numerous bonuses were also added to them: for length of service, rank, "high achievements in work," and others.

According to official data, Gennadiy Trukhanov 's monthly salary is just over UAH 20 thousand. However, it is regularly supplemented by bonuses, allowances and travel expenses, which amount to about 400% of the salary. In six months, he has already received more than UAH 350 thousand. The total amount of payments he has received from the budget this year is UAH 577 thousand.

Valeriy Silin, a former prosecutor and now deputy mayor of Odesa, receives monthly bonuses that are three times his salary of UAH 22,000. In June 2025, he received a bonus of 64 thousand. For the first half of the year, he received 471 thousand hryvnias, of which more than 360 thousand were bonuses. In addition, Silin receives bonuses, financial assistance, and a disability pension.

Pavlo Vugelman, a defendant in the Krayan corruption case, also receives generous bonuses. With a salary of 17-22 thousand hryvnias, he receives up to 59 thousand hryvnias in bonuses every month. In the first six months of 2025, he received 436 thousand hryvnias, including 320 thousand in bonuses.

Oleksandr Filatov, the first deputy mayor, also receives monthly bonuses that are three times his salary of 20 thousand hryvnias. In six months, he received 462 thousand hryvnias in payments, including more than 320 thousand in bonuses.

Anna Pozdnyakova is not far behind. With a salary of 16-22 thousand hryvnias, she receives 42 thousand hryvnias in bonuses and about 10 thousand in allowances every month. In six months, she received 375 thousand hryvnias, including 250 thousand in bonuses. Prior to that, she also received UAH 74 thousand in financial aid in 2024.
