Odesa Deputy Mayor Pavlo Vugelman Declares ₴420K Gift for 4th Year

In 2024, Deputy Mayor of Odesa Pavlo Vugelman received a gift of 420 thousand hryvnias from Volodymyr Vugelman, most likely his father.

The vice mayor reported this in his declaration, which was published by the National Agency for the Prevention of Corruption, according to the Center for Public Investigations.

This is the fourth time in a row that this has happened. Pavlo Vuhelman declared the same amounts from this person in 2023, 2022, and 2021. In 2020, the vice mayor also received 280 thousand hryvnias as a gift from his wife.

Also, for three years in a row, Pavlo Vuhelman has been renting property to a foreign citizen, Yana Vuhelman. In 2022 and 2021, he received UAH 480 thousand and UAH 324 thousand from her, respectively. In 2023, he received 420 thousand hryvnias and the same amount in 2024.

Last year, Pavlo Vugelman's salary amounted to UAH 995 thousand. However, the data on his wife's salary disappeared from the declaration, as well as the mention of her and her Land Rover Range Rover Sport made in 2015. Pavlo Vugelman himself does not own any cars.

Accordingly, his wife's accounts disappeared from the declaration, and only those owned by the vice mayor himself remained, with 13.8 thousand hryvnias and 692 US dollars.

The vice mayor's real estate includes a 39-square-meter apartment in Odesa owned by Pavlo Vugelman himself, and another 201-square-meter apartment owned by Lyudmyla Vugelman (apparently the official's mother). Pavlo Vuhelman declared the same two apartments for the previous two years.

In June 2023, journalists from the Mykolaiv Center for Investigative Journalism reported that Pavlo Vugelman received financial assistance in the amount of UAH 89.1 thousand in 2022, but the official did not mention it in his declaration.

Deputy Mayor of Odesa Pavlo Vugelman, along with Mayor Hennadii Trukhanov himself, is involved in a high-profile case of buying the Krayan plant building at an inflated price.
