Millionaire contractor from Kherson to repair pilot boat in Mykolaiv port

Mykolaiv has ordered the repair of a pilot boat. The lowest bidder was a company from Kherson, which has already won government contracts worth more than UAH 84 million.

This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.

At the end of May, the Mykolaiv-based Ukrainian Sea Ports Authority held an open tender for the purchase of services for the classification repair of the pilot boat Lotsman Kokhanov. The expected value of the procurement was UAH 12 million.

Three companies took part in the tender: s.r.o. ARD Service, JV Techflot LLC, and Kherson Fleet Service LLC. The lowest price was offered by the latter, so it is now awaiting the conclusion of the contract.

According to the terms of the tender documentation, the winner must provide security for the contract - 3% of its value, which is a mandatory requirement of the client.

According to YouControl, Kherson Fleet Service LLC was founded in 2019 and specializes in the repair, maintenance and construction of ships and floating structures. The company is run by Nina Khandusenko, a sole proprietor with a 100% stake in the authorized capital of UAH 100 thousand.

In 2020, the company started participating in government tenders and has already won contracts worth more than UAH 84 million. The largest profit was in 2023 - more than UAH 27 million. In total, the company won 9 procurements, in particular from such customers as Reni Sea Commercial Port, Reni Branch of USPA, Izmail Sea Commercial Port, and Mykolaiv Branch of USPA.

This is not the company's first contract in 2025. In March, the Southern Branch of USPA selected Kherson Fleet Service to repair the Odessos research vessel. The expected cost of the work was also UAH 12 million, but the winner offered a reduced price. However, these procurements are not yet reflected in the YouControl system.

In January, Mykolaiv-based USPA enterprise Delta-Lotsman announced a tender for the purchase of a pilot boat for the second time, this time at a reduced price. The purchase price amounted to almost 134 million hryvnias, which is 23 million less than the first attempt.
