Million-dollar gifts and salaries: which rectors of Kherson and Mykolaiv received the most

The heads of the top-ranked universities in Kherson and Mykolaiv declared millions of hryvnias of income for 2024 from salaries, business, pensions, and even gifts.

TheCenter for Public Investigations has analyzed the declarations of the rectors of Kherson and Mykolaiv universities, which are in the TOP-10 of the Osvita.ua rating.

In 2024, Oleksandr Spivakovskyi, the head of Kherson State University , had the largest declared income among them - UAH 2.1 million. The bulk of the amount - UAH 1.1 million - was salary. In addition, he declared UAH 233.9 thousand of other income and UAH 650 thousand in the form of a half cash gift from his daughter Yevheniia Spivakovska (total amount of the gift is UAH 1.3 million).

Rector of Petro Mohyla Black Sea National University Leonid Klymenko declared UAH 1.694 million in 2024. Of this amount, UAH 900 thousand was salary and UAH 277.9 thousand was pension. In addition, he sold a Mitsubishi Outlander for UAH 500 thousand and later bought a new one for UAH 650 thousand.

The rector of Mykolaiv National Agrarian University, Viacheslav Shebanin, declared a similar amount of money - UAH 1.645 million in 2024. His salary amounted to UAH 1.1 million, and his pension was UAH 283.3 thousand.

Yevhen Trushlyakov, Rector of the Mykolaiv National University of Shipbuilding named after Admiral Makarov, declared UAH 781.9 thousand in salary and UAH 277.9 thousand in pension, a total of just over a million hryvnias.

Olena Chepelyuk, the head of Kherson National Technical University, declared UAH 789 thousand of income. The bulk of it was salary - UAH 685.3 thousand. In addition, she received a gift of UAH 40.2 thousand from her son Maksym Chepeliuk, who is likely to be her son.

Yuriy Kyrylov, head of Kherson State Agrarian and Economic University, declared UAH 710.1 thousand in 2024. Of this amount, UAH 531.4 thousand was his basic salary, UAH 141.9 thousand was his part-time salary, and another UAH 36.7 thousand was additional payments.

Viktor Husiev, rector of Kherson State Maritime Academy, declared UAH 594.1 thousand of income. The main part - UAH 501 thousand - is salary, another UAH 37.9 thousand came from Marlow Navigation.

The lowest income among the rectors was declared by Valerii Budak, Head of Mykolaiv National University named after V.O. Sukhomlynskyi - UAH 507.5 thousand in 2024. Of this amount, UAH 336.5 thousand was salary, UAH 136.3 thousand was pension, and UAH 27.6 thousand was a lifetime fee for the title of academician of the National Academy of Sciences of Ukraine.

Thus, in 2024, most of the heads of the top-ranked universities in Kherson and Mykolaiv receive their main income from salaries. However, some of them have other sources of income.

In 2024, the largest family income was declared by the rector of KhSAEU Yurii Kyrylov - UAH 6.4 million. The main amount, UAH 5.7 million, was earned by his wife Oksana Nikitina from business. In 2023, she received UAH 1.5 million in income and UAH 2.2 million from the sale of a Kyiv apartment.

The family of KSU Rector Oleksandr Spivakovsky declared UAH 3.5 million. His wife received more than UAH 582 thousand in salary, almost UAH 195 thousand in pension, and part of a cash gift from his daughter. In 2023, the family's income reached UAH 4.3 million.

The family of Leonid Klymenko (P. Mohyla National University) declared UAH 2 million, of which UAH 318 thousand was the income of his wife. Last year, their income amounted to UAH 1.3 million.

The Shebanin couple (Mykolaiv National University) declared UAH 1.8 million, of which UAH 167 thousand was the wife's contribution. In 2023 - UAH 1.7 million.

The family of Yevhen Trushlyakov, Rector of the Makarov National University of Economics and Law, received UAH 1.6 million. His wife received almost UAH 547 thousand. This is UAH 100 thousand more than in 2023.

The family of Olena Chepelyuk, the rector of KhNTU, received UAH 907 thousand. Her husband and daughter earned about 118 thousand UAH in total. Last year - 644 thousand UAH.

The family of Viktor Husiev (KhDMA) - UAH 696 thousand. His wife earned about UAH 102 thousand. In 2023 - UAH 560 thousand.

The family of Valerii Budak, Rector of the Sukhomlynskyi National University, declared the least - UAH 593.5 thousand. His wife - 86 thousand UAH. In 2023, their income was twice as high.
