Loans and a gift from a foreigner: what Odesa Deputy Mayor Talalayev's declaration revealed

Acting Deputy Mayor of Odesa Konstantin Talalayev has published his 2025 declaration, which reveals details of his property, income, and loans. The document shows not only the official earnings of the family, but also a significant cash gift and active financial obligations.

This was reported by the Center for Public Investigations.

The document states that the family owns several properties in Odesa and the region. In particular, an apartment of 88.8 square meters, purchased back in 2014, is registered in the wife's name, but is used by the official.

In addition, in 2023, the family purchased another apartment of 56.5 square meters, which is jointly owned. The declaration also includes land plots, in particular in Teplodar and Yeremiivka, as well as a garden house in Rozdilnyanskyi district. The newest asset is a plot of land in Vapnyarka, purchased in 2024.

Among the vehicles, the family declared two cars - a 2008 Honda CR-V owned by Talalayev himself and a 2010 Hyundai Getz owned by his wife.

The declaration also lists his wife's corporate rights in a charitable organization, as well as an intellectual property object owned by the official himself and related to the medical field.

The main income of the family in 2025 came from salaries, business activities, and cash receipts. Talalayev 's largest income is over UAH 702 thousand in salary at Odesa National Medical University. Additionally, he received over UAH 269 thousand from entrepreneurship and over UAH 325 thousand as a cash gift from a foreigner. His wife also received income from business, salary at a municipal institution and sale of property.

The family's monetary assets include both bank accounts and cash, including almost USD 13 thousand. At the same time, the declaration lists a number of loan obligations, some of which were substantially repaid during the year.

Last December, the interim mayor of Odesa, Ihor Koval, appointed Konstantin Talalayev, the vice-rector of Odesa National Medical University, as his deputy.

At the same time, the public called on members of the Odesa City Council not to support Talalayev 's candidacy for the post of deputy mayor. The authors of the letter insisted that the appointment would lead to catastrophic consequences for the social sphere of Odesa, and primarily for the city's healthcare.

The authors of the letter accused him of abusing his position as vice-rector of the Medical Institute and participating in corruption schemes allegedly existing at the university.
