Court Reinstates Yuriy Kyrylov as Kherson State Agrarian University Rector

The court reinstated the rector of Kherson State Agrarian and Economic University, Yuriy Kyrylov, whose contract was terminated by the Ministry of Education and Science in December 2024. The judge also canceled the dismissal order.

Yuriy Kirillov announced this on social media, publishing a fragment of the court's decision.

"Thank you to everyone who sincerely supported me! To all those who watched and rejoiced, it's too early!" he said in his post.

As Intent previously reported, in December 2024, the Ministry of Education and Science of Ukraine prematurely terminated the contract with the rector of Kherson State Agrarian and Economic University, Yurii Kyrylov. The relevant order was signed by the Minister of Education Oksen Lisovyi, and on December 30, 2024, Kirillov officially ceased to lead the university. The reason for the early termination of the contract was Yuriy Kirillov's failure to pass a special inspection. At the time, the rector said he would appeal the decision in court.

Intent also analyzed Kyrylov's declaration and found out that in May 2024, the rector's wife, Oksana Nikitina, purchased a 67.5 m² apartment in Kyiv worth almost UAH 5 million. According to the declaration made public in January 2025, the family owns another apartment in the capital, as well as a house and land in the Kherson region.

During the year, Yuriy Kyrylov received more than UAH 670 thousand in salary, and another UAH 36.7 thousand from the National Academy of Agrarian Sciences. His wife earned UAH 5.7 million from her business. The family also declared significant monetary assets: UAH 200 thousand in cash for each spouse, $35 thousand for the rector and $5 thousand for his wife.

It is not yet known whether the Ministry of Education and Science will appeal the court's decision.

Meanwhile, the Prymorskyi District Court of Odesa reinstated Larysa Ivanchenkova, the rector of Odesa National Technological University, who was dismissed on August 23, 2024, because she failed a special inspection.
