Kherson Authorities Award ₴10 Million for Shelter Maintenance Contracts

The local authorities in Kherson have signed four contracts for the maintenance of simple shelters for collective protection of the population. The total amount of the contracts is almost UAH 10 million, and all contracts were awarded to one company from Kyiv region - Clarus LLC.

This is stated on the public procurement website Prozorro.

The customer of the works is the Civil Protection Department of Kherson City Council. All four purchases were made without the use of an electronic system. The winner of the tenders was Clarus LLC, which will receive funding for the repair work in the amount of UAH 9.88 million.

Here's how the funds were distributed to the individual tenders:

All contracts were signed on February 12, 2025, and the works are to be completed by May 5, 2025.

According to the YouControl analytical system, Clarus LLC is a construction company founded in 2001 in Brovary district of Kyiv region. It specializes in the organization of construction and specialized construction works.

Head and sole founder: Oleksandr Mykolayovych Boyko (he is also the ultimate beneficial owner).

Intent has already written that in Velyka Oleksandrivka, Kherson region, the construction of a shelter at a local school was ordered without a tender. The contract worth more than UAH 150 million was awarded to a Kyiv company whose director is involved in a criminal case of embezzlement of budget funds, and whose father has a criminal record for treason.

In addition, at the end of 2024, a tender was held for the construction of a radiation shelter on the territory of the Arkhangelsk Professional Agricultural Lyceum in Beryslav district, Kherson region. As a result of the bidding, the contract was concluded with the odious Construction-TM LLC.
