Firm caught for inflated prices to build shelter in one of Kherson region's lyceums for more than 60 million

At the end of 2024, a tender was held for the construction of a radiation shelter on the territory of the Arkhangelsk Professional Agricultural Lyceum in the Beryslav district of the Kherson region. As a result of the bidding, the contract was concluded with the odious Construction-TM LLC.

According to the Public Procurement Center, the Arkhangelsk Professional Agrarian Lyceum announced the open tender with specifics on December 13, 2024. The expected cost of the work is UAH 70 million 416 thousand. The tender was held on December 30. Two companies took part in it: Vlast-BUD LLC and Construction-TM LLC. Initially, Vlast-BUD offered to build the shelter for UAH 69.9 million, and Construction-TM offered to build it for UAH 65.1 million. The final offers were UAH 61.5 million and UAH 61.4 million, respectively. So on January 4, the customer published a notice of intent to conclude the contract, and on January 17, the document was signed.

Therefore, in two years, by December 25, 2026, Construction-TM will have to build the shelter.

Construction-TM LLC was registered in February 2019 in Dnipro. It is mainly engaged in the construction of residential and non-residential buildings. The owner of the company is Yulia Beseda from Donetsk. Since its inception, the company has participated in public procurement 32 times and received 29 contracts totaling UAH 132.5 million.

In the fall, dozorro analysts found that Budinzhyring-TM LLC overestimated the price of construction materials in the estimate for the construction of a bomb shelter in the Vysokopil Lyceum.

Earlier, the Capital Construction Department of the Kherson City Council signed a contract for technical supervision of the construction of a radiation shelter at school #55 in Kherson.The city council decided not to hold a tender, concluding an agreement with Lviv entrepreneur M. S. Stechyshyn worth UAH 856,000 without using an electronic system. For these funds, he is to check the progress of construction work until August 31, 2025.

As for the construction of the school shelter itself, the Capital Construction Department of the Kherson City Council signed an agreement with a company that has been operating on the market for a little over a year and has a registered capital of UAH 100. The cost of the work was estimated at almost UAH 90 million.
